STAFF RECOMMENDATION: Approving the Resolution to award said contract, authorizing the appropriate Town officer to execute said contract, authorizing Staff to expend contracted funds and contingency funds, and authorizing new appropriation of funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: At the March 24, 2015 board meeting, staff presented the findings from the Town Hall Programing Plan showing the needs of the current work space, the lack of space for future staffing and visitor service needs, and the total square footage required to meet these needs. The architect also provided a conceptual visual design of the potential Town Hall (see attached).

The Board of Trustees directed staff to move forward with a design to remodel the south wing and main entrance only, not the full expansion. Staff worked with Oz Architecture to evaluate and develop a plan to best use the existing space with the goal of accommodating current staff, staff budgeted for 2016 and gain efficiency to better serve our residents for the next few years.

The remodel was completed in February of this year accommodating immediate staffing needs and growth, and provided improved service areas for our residents. However the expected staffing needs to best serve our growing community and provide efficient service area for our residents and customers will require additional space in the near future.

Staff is now prepared to begin the process to program the space required, complete a conceptual design, and determine estimated costs resulting in construction of Town Hall expansion that will encourage and support the economic success of our community for the foreseeable future. The expansion of the current Town Hall will continue to build on the commitment made by the Board to keep the anchor or our governing body in its existing location when it approved the funding of two parking lots, and the 2016 Town Hall remodel project.  Improvements completed with these two projects included upgraded lighting and HVAC, and correction of electrical code issues. 

Staff is seeking early and effective input from the Board of Trustees with the intent of having a design and estimated construction pricing prepared in order to assemble a 2018 ballot question by the end of 2017.

Finalizing needs assessment program -June 2017

Programming is a critical phase, setting expectations, and enabling development of clear direction, budget, and schedule to guide the entire project. The program will help to determine space requirements by considering growth projections.

Staff and consultants will present layout options based on needs assessment program in order to receive Board of Trustees input

Finalizing Program for Ballot                      September-October 2017

The final stage will provide information for cost estimating, including mechanical, electrical, plumbing, fixture, lighting specifications, electrical needs, potential data devices, and other related item.
