SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Although the improvements at Erie Parkway and WCR 7 were substantially complete in 2023, the 2024 Capital Budget includes funds for Erie Parkway and WCR 7.

On the west bound lane of Erie Parkway east of WCR 7, where the project tied into the existing pavement, a soft spot in the subgrade of the roadway has developed over the last year. Upon initial observation of this area, staff recommended rolling the funds into 2024 to address this deficiency in 2024.

In February of 2024, the Town entered into an agreement with JUB, the original design engineer for the Erie Parkway and WCR 7 intersection project, to evaluate the cause of the soft spot in the road. JUB had their sub-consultant, Terracon, drill soil borings to evaluate the subgrade and take asphalt samples to evaluate the new asphalt. Based on the evaluation Terracon provided the Town, it was determined that the soft spot was not the fault of the Contractor, but the subgrade condition under the pavement section.

Terracon recommended removing the asphalt and unsuitable subgrade and replacing it with stabilized subgrade and new pavement.

Since this was not the fault of the contractor, it was not covered by the project warranty period. Town staff recommends utilizing one of the on-call asphalt repair contractors with the Town, Metro Pavers, Inc., to complete the repair. Town staff have been very pleased with Metro Pavers, Inc.’s work in the past and have approved yearly extensions for the three years that their contract allows for.

To minimize the impact to the traveling public and the cost of the repair, staff is recommending that the work be done on a Saturday between 7 a.m. and 7 p.m. The contractor has indicated they anticipate the entire repair can be completed in one day with those suggested hours. As basis for this recommendation, staff has identified the following benefits for extended hours for the one day of work:

•                     There will be reduced impact on the public with work completed in one day instead of up to three days.

•                     The Town will benefit from reduced costs for mobilization, set up, and tear down for one day instead of up to three days.

•                     There is anticipated to be less traffic conflicts by avoiding weekday peak hour commuting traffic.

•                     There is anticipated to be less conflicts with landfill traffic.
