POLICY ISSUES:
This expense continues to fund the rehabilitation of the Schofield barn in line with the recommendations of the Historic Structures Assessment. Approval of the new appropriation in the Parks Improvement Impact Fund and Trails & Natural Areas Fund will allow this agreement to move forward and will be captured in the Spring Supplemental Budget Appropriation in 2026.

SUMMARY/KEY POINTS
• The funding for the Schofield project includes funding from both the Parks Improvement Impact Fund and the Trails & Natural Areas Fund.
• Additional appropriation will ensure the Schofield project, including site improvements and the barn, are completed.
• This contract amendment will complete the rehabilitation of the barn at Schofield associated with the State Historical Fund grant award.
BACKGROUND OF SUBJECT MATTER:
The entire Schofield project is being funded by the Parks Improvement Impact Fund (PIIF), Trails & Natural Areas Fund (TNAF), the Tree Impact Fund, and grant dollars from the Land & Water Conservation Fund (LWCF) and the State Historical Fund (SHF). In September of 2025, Council approved a resolution to approve a contract with A&M Renovations to begin the rehabilitation of the barn at Schofield. By approving a smaller amount in September, the Town was able to take advantage of the subcontractor’s schedule to begin masonry work this fall versus waiting until spring of 2026.
Council approved a second amendment in November to secure subcontractor schedule and pricing for demolition, concrete, structural, roofing, windows and doors, exterior rehabilitation, plumbing, and elevator design, and secure early pricing for mechanical units and the entire mechanical scope, electrical conduit, and completion of the fire suppression system design.
This amendment completes the barn rehabilitation project, including all exterior improvements, interior finishes, mechanical, electrical, and plumbing systems, as well as installation of the elevator. Rising material costs, unanticipated U.S. Army Corps of Engineers permitting requirements, and additional electrical capacity needs require new appropriations from the PIFF and TNAF as part of the 2026 Spring Supplemental. These funds will fully complete the barn project and ensure sufficient funding for ongoing site improvements.
Built around 1905, the barn stands as the largest and most iconic structure on the property and will serve as a community event, meeting, and interpretive space. The improvements have been approved through the Town’s Certificate of Appropriateness process and the State Historical Fund, which has contributed $250,000 to the project via a 2025 grant award.
A&M brings several years of experience on the Schofield project after earning selection through a competitive RFP process.
