SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The Town of Erie staff is working with the City and County of Broomfield staff to improve the safety of Sheridan Parkway at State Highway 7 and at 169th Avenue/Ridge View Drive, to identify cost sharing responsibilities, and to identify maintenance responsibilities of Sheridan Parkway infrastructure.

The IGA with Broomfield documents key provisions for cost sharing, design, construction, and maintenance of Sheridan Parkway infrastructure. The key provisions are as follows:

•                     Sheridan Parkway and CO 7 Traffic Signal - Three corners of the intersection are located in and serve Broomfield and the remaining corner is located in and serves Erie. The traffic signal at this intersection was constructed by the Baseline Subdivision Developer in Broomfield at a certified cost of $638,243. Erie’s proportional share to reimburse the project is $159,561.

•                     Sheridan Parkway and 169th Avenue/Ridge View Drive - Two corners of the intersection are located in and serve Broomfield and two corners are located in and serve Erie. A traffic signal has been determined to be warranted at this intersection. Erie staff will design and construct the traffic signal in coordination with Broomfield staff. Broomfield’s proportional share to the project is to be $351,850.

•                     Net Payment - Broomfield’s proportional share of the Sheridan Parkway and 169th Avenue/Ridge View Drive is $351,850 as noted above. Broomfield will deduct Erie’s proportional share for the signal at Sheridan Parkway and CO from the proportional share due Erie for Sheridan Parkway and 169th Avenue/Ridge View Drive and produce a net payment to the Town of Erie in the amount of $192,289 upon completion of the signal at Sheridan Parkway and 169th Avenue/Ridge View Drive.

•                     Sheridan Parkway Maintenance - Roadway maintenance for snow removal and roadway pavement maintenance, including permitting and traffic control, shall be the responsibility of Erie with a cost share from Broomfield for 35%. Each jurisdiction will be fully responsible for maintenance of sidewalk, curb and gutter, signage, and utilities located within its jurisdiction.

On Nov. 28, 2023, Town Council approved a professional services agreement with Kimley-Horn and Associates, Inc., for the design of the Sheridan and Ridge View Drive Traffic Signal. This project is currently in the beginning stages of design.

On Dec. 12, 2023, the City and County of Broomfield Council adopted “Resolution 2023-159 An Intergovernmental Agreement Between The City And County Of Broomfield And The Town Of Erie Providing For Traffic Signals At Sheridan Parkway And State Highway 7 And Sheridan Parkway And169th Avenue/Ridge View Drive”.
