SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Erie Parkway is an important Arterial Roadway in the Town of Erie. Due to an increase in traffic accidents at the intersection of Erie Parkway and WCR 7, Town staff had Fox Tuttle Hernandez prepare a Traffic Signal Warrant Study. They determined that the intersection meets four of the nine warrants for a traffic signal and recommended that a traffic signal be installed.
The 2018 Transportation budget included the design for intersection improvements for Erie Parkway and WCR 7. On September 25, 2018 the Board of Trustees awarded a design contract to J-U-B Engineers, Inc. for the design of the intersection.
On January 2, 2019 the Denver Regional Council of Governments (DRCOG) sent an email soliciting requests for funding of eligible Subregional Share projects for the 2020-2023 Transportation Improvement Program (TIP). The SW Weld County Subregion has approximately $6,500,000 available for projects for the 2020-2023 TIP.
Town staff has attended the SW Weld County Subregional meetings. Based on the available funding for the region and the number of projects submitted, Town staff believes it will improve the Town’s chances of securing DRCOG grant funding by submitting a funding request for the traffic signal portion of the intersection improvements, instead of the entire intersection improvements. The intersection improvements also require roadway improvements for turn lanes and shoulders for a safe intersection. The design for these improvements are moving forward, while the traffic signal will be put on hold until DRCOG has approved the projects to be funded. The Town’s application is for $480,000 (80%) of the $600,000 anticipated cost of the project, so the Town’s share would be $120,000.
One of the application requirements is that the Town Board has certified that they are allowing the project request to be submitted for the DRCOG-allocated funding and will follow all DRCOG policies and state and federal regulations when completing this project, if funded.
