Staff recommend adopting the resolution approving the Professional Services Contract Brothers Redevelopment, Inc. for administration of the Community Development Block Grant Home Repair Program.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The Town received a grant of $167,000 from Weld County to create a new Town of Erie Community Development Block Grant (CDBG) Home Repair Program. This program is specifically targeted at low-to-moderate income households (80% of the Area Median Income and below) living in manufactured housing in Old Town Erie. $150,000 will go toward home repairs with the remainder going to administrative costs.

 

Community Development Block Grant (CDBG) is a type of funding from the federal government (HUD) to support community development initiatives at the local level. The primary focus of CDBG funds is to assist the Town in making improvements to low/moderate income neighborhoods. This work can include housing rehabilitation, infrastructure improvements, economic development initiatives, and public services to underserved communities. 

 

One of the Town’s affordable housing goals is to preserve existing naturally occurring affordable housing. In Erie, much of this housing stock is the manufactured homes that are located both in our manufactured home parks (MHPs) and on individual parcels. The three MHPs and most of the individual lots with manufactured homes are located in Old Town. 

 

The Town of Erie requested funds through the Weld County CDBG Program to fund a home repair program to assist owner-occupied low/moderate income homeowners make health and safety improvements to their homes, including improving energy efficiency improvements. In the first year of the program, staff will be assisting 10 homeowners of manufactured homes with grants of up to $15,000 per homeowner to make repairs that can include: porch/deck improvements, handicap accessibility improvements, energy audit and energy efficiency improvements (insulation, windows, HVAC improvements). 

 

In August 2024, the Town was awarded the funds and in December 2024, the Town entered into a sub-recipient agreement with Weld County to accept these funds and implement the program. 

 

On Oct. 29, 2024, the Town posted a request for proposal for the program administration. The responsive bidder, Brothers Redevelopment, Inc., has extensive experience administering home repair programs funded with CDBG funds. They have shown aptitude in all aspects of administration: outreach and engagement with homeowners, working with subcontractors, program monitoring, and compliance with federal CDBG regulations.
