STAFF RECOMMENDATION:
Recommendation
Approve the Resolution with Conditions. Staff find the Summerfield Preliminary Plat No. 2 in compliance with the Preliminary Plat Approval Criteria and recommends the Town Council approve Resolution No. 25-045 with the following conditions of approval:
a. At the time of Final Plat, Applicant shall execute a detailed Development Agreement, in the form provided by the Town;
b. Applicant shall make technical corrections to the Preliminary Plat and related documents as directed by the Town.
c. In anticipation of the Town of Erie updating 2025 Transportation Standards and Specifications, at Final Plat the applicant agrees to install additional traffic calming measures as directed or approved by the Town of Erie per the following:
• At the intersection of Blue Spruce Drive and Meadow Boulevard.
• At the intersection of Blue Spruce Drive and Pikes Peak Parkway.
• Along the section of Blue Spruce Drive from Park End Street to Pikes Peak Parkway.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 333.75 acres Summerfield No. 2 Preliminary Plat site is located within and part of the larger Summerfield subdivision. The property is located north of WCR12, between WCRs 5 and 7. The site is zoned PD - Planned Development as part of the Summerfield Development Plan which allows a mix of housing.
Site History and Prior Approvals
1. Annexation
• The overall Summerfield area was annexed by the Town in 2013.
2. Zoning
In 2013 Summerfield was zoned Planned Development concurrently with Annexation. Among other items, the PD established planning areas, densities, dimensional standards, and land use regulations.
3. Plats
• 2013: A Sketch Plan was reviewed for the overall property. A Sketch Plan is an optional, informal evaluation before detailed planning and engineering work is undertaken and does not result in any approval or denial.
• 2022: The first Preliminary plat was approved by the Town Council and consisted of 508 single-family detached lots, 138 duplex lots, and 198 townhome (single-family attached) lots, for a total of 844 lots, with 43 tracts for various landscaping, trail, park, open space, alleys/private streets, and utility purposes and future development areas. The area for Preliminary Plat No. 2 was contained within designated future development tracts on the original Preliminary Plat.
• 2023: Summerfield Filing No. 1 Final Plat and Development Agreement (DA) was approved by Town Council. Filing No. 1 created 479 lots and 36 tracts consisting of 158 active adult single-family detached, 100 active adult attached homes, 196 traditional detached homes, and 25 traditional townhomes. Some of these areas are currently under construction. Infrastructure is anticipated to be completed in the fall of this year with sales possibly beginning the end of 2025 or beginning of 2026.
Proposed Summerfield Filing No. 2 Preliminary Plat
The subject property is currently vacant and proposes the following:
• Preliminary Plat Size: 333.7511 acres
• Residential Development:
o Single-Family Detached: 1,051 lots
(534 active adult lots/517 non-age restricted lots)
o Duplex 144 lots (all active adult lots)
o Townhomes 106 lots (all non-age restricted lots)
o Total 1,301 lots (3.9 du/ac)
• Amenities:
o Pocket Parks: 3.71 acres (4 pocket parks)
o Neighborhood Parks: 6.65 acres (1 neighborhood park)
o Community Parks: Fee-in-lieu, per annexation agreement
o Open Space: 75.57 acres
• Other Elements:
o Public ROW: 70.82 acres
o Tracts (Open Space) 75.57 acres / 39 tracts
o Tracts (Private Alleys/Streets) 1.7918 acres / 6 tracts
The Planning Commission is the recommending body for this application and the Town Council is the decision-making body. The development is required to apply for future final plats which will include a Development Agreement (DA) to be reviewed by the Town Council.
