SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The Town of Erie, acting by and through its Erie Water Activity Enterprise (Erie), is participating in the Northern Integrated Supply Project (NISP) that is being developed by the Northern Colorado Water Conservancy District (NCWCD). Erie’s participation in NISP is for a permitted firm yield of 6,500 acre-feet per year of water for future water demands and would provide a large portion of Erie’s future water supply.

The scope of NISP as federally permitted does not include all delivery infrastructure to all NISP participants, requiring additional analysis for delivery of NISP water to participants, including Erie. In June 2023, the Town entered into an Agreement for Professional Services with HDR Engineering, Inc. (HDR) to evaluate the infrastructure options to deliver NISP water to Erie through a new pipeline conveyance system. The purpose of HDR’s analysis is to evaluate and document in a technical memorandum up to three alternatives to deliver NISP water to Erie’s new water treatment plant and possibly to alternate points of delivery to Left Hand Water District (Left Hand) and the City of Lafayette (Lafayette).

Pursuant to the attached Intergovernmental Agreement, Left Hand and Lafayette have agreed to share in the cost of HDR’s analysis, with each party being responsible for one-third of the $183,096.25 total study cost. Pursuant to this agreement, Erie will oversee completion of the analysis, and will provide Left Hand and Lafayette periodic progress updates and any materials prepared by HDR. Left Hand and Lafayette will be required to reimburse Erie for their respective proportions of the study costs after receiving periodic invoices from Erie.
