SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 2016 budget includes funds to design and construct improvements for solids/sludge handling equipment and to repurpose the old water treatment plant at the Water Treatment Facility. The existing building will house the solids handling equipment, the powder activated carbon system, and sodium permanganate system for taste and odor control and additional treatment. The solids handling equipment is necessary to be able to process our increasing water treatment waste as the Town continues to grow.
At the May 10, 2016 Board Meeting, the design phase of a design build project was awarded to Fischer Construction, Inc., and JVA Consulting Engineers, Inc. During the design phase a Guaranteed Maximum Price (GMP) would be determined after the technology was selected and the design is complete. At that time a Guaranteed Maximum Price (GMP) will be the basis for Amending the Design Build Contract to Authorize the Construction phase of the project.
Now that the project has been evaluated, the design is complete, and the permit from Colorado Department of Public Health and Environment has been approved, a Guaranteed Maximum Price (GMP) for the Project has been determined. Upon approval the equipment will be ordered and construction will begin.

The 2016 budget currently has $3,112,100 remaining in this fund that was not encumbered from the design phase. To fully fund the project, an additional $373,600 is needed. The additional $373,600 can be funded with cost savings from a 2016 budgeted project that is not currently active. If the Board of Trustees approves this Amendment to the Design Build Contract, the transferring of funds from an existing 2016 budgeted project will be included in the second 2016 supplemental budget.
