SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

Issue #4 on the 2019 Work Plan is “Citizen engagement/communication methods on hot topics”. The objective of this item is to develop and execute engagement and communication plans for the specific topics of interest to the Board and residents.

 

Staff began work on this project by identifying expectations of resident participation, levels of engagement and how increasing levels of engagement impact the desired outcome. This is represented by the graphic below, also attached, Spectrum of Public Participation (from the International Association for Public Participation):

 

 

Using the information from this graph staff created the attached Community Engagement Planning Tool to help guide staff’s work on each issue and improve the likelihood of a successful oncome on each issue. The tool identifies and defines the different levels of engagement and provides specific steps for implementation in an easy to follow one page format.

 

Using this Planning Tool, staff assigned a level of engagement to each of the issues listed in the 2019 Work Plan #4. Going forward, staff will apply the strategies that are appropriate for each level of engagement.

The intention of the Community Engagement Planning Tool is to provide guidance to staff and create consistency when engaging with the public. This approach helps clarify expectations for both staff and the public, encourages multiple forms of engagement, and ensures successful outcomes across various topics and projects.

 

A completed community engagement plan for Streets Improvements is attached to demonstrate the application of this tool.
