This is a policy issue for the Board of Trustees to decide. Accordingly, staff recommends the Board consider both the feedback from local businesses as well as the request from the regional partnership on Minimum Wage Analysis and Engagement and then make the determination. Staff will present the pros and cons based on the research requested by the Board.

SUMMARY AND BACKGROUND:
In August 2023, municipalities across Boulder County formed the Minimum Wage Engagement Team and the Minimum Wage Economic Analysis Scoping Team to assess the feasibility and implications of increasing the minimum wage in Longmont, Louisville, Boulder, Lafayette, and Erie. Both teams are comprised of municipal staff and community leaders. The Engagement Team’s mission is to explore how to engage businesses and individuals in participating communities, and the Analysis Scoping Team’s purpose is to develop a research scope for a third-party consultant to carry out an in-depth analysis on the effects of a regional minimum wage increase.
In this presentation, staff will share updates from both teams, results from the local community survey on minimum wage, and information on the proposed IGA. Then, if the Board believes the Town should participate in the study, the Board should approve the Resolution concerning the Intergovernmental Agreement (IGA). Approving the Resolution would commit the Town to participating in a Minimum Wage Study, in an amount not to exceed $9,757.
