SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Town of Erie Urban Renewal Authority (“TOEURA”) has commissioned the preparation of the Erie Town Center Urban Renewal Plan (the “URA Plan”) to implement the goals of TOEURA, including helping provide important services to this area, attracting private investment, utilizing undeveloped land, and leveraging public investment to provide necessary public infrastructure to serve this area, all for the purpose of remedying and preventing blight.
The proposed Erie Town Center Plan Area includes one 19.41-acre parcel within the Town of Erie, located at the northwest corner of Erie Parkway and E. County Line Rd. In total, the Plan Document assumes that development of this area will include 117 multi-family residential units, and 100,000 sq. ft. of commercial space (consisting of a 23,000 sq. ft. specialty grocer, 42,000 sq. ft. of retail/restaurant space, and a 34,500 sq. ft. hotel). These uses will support and stimulate development for the entire Town Center and serve the broader Erie community at the center of Town. Approval of the Erie Town Center Plan will allow TOEURA to use tax increment financing (TIF) to remediate blighting conditions to facilitate in the development of this key focus area in the Erie Town Center PD.
Pursuant to C.R.S. § 31-25-107(2), prior to its approval of an urban renewal plan, “the governing body shall submit such plan to the planning commission of the municipality, if any, for review and recommendations as to its conformity with the general plan for the development of the municipality as a whole. The planning commission shall submit its written recommendations with respect to the proposed urban renewal plan to the governing body within thirty days after receipt of the plan for review.” Thereafter, the governing body may proceed with the public hearing and potential adoption of the proposed urban renewal plan.
The Town has adopted the Town of Erie Comprehensive Plan, most recently updated and effective as of 2024, pursuant to the requirement in C.R.S. § 31-23-206 that each municipality adopt a general plan for the development of the municipality as a whole. On April 2, 2025, Town staff provided the Erie Town Center Urban Renewal Plan to the Town of Erie Planning Commission, by mail, for review and recommendations as to its conformity with the general plan for the development of the Town of Erie.
A public hearing has been scheduled with the Town Council for May 13, 2025, at 6:30 p.m. Notice has been published in the Colorado Hometown Weekly, mailed to property owners, tenants and business owners within the Erie Town Center Plan Area boundary, and provided to the Boulder County Board of County Commissioners. Following the public hearing, the Town Council may be asked to consider approval of the new Erie Town Center Plan.
Additional information is included in the Staff Presentation and will be discussed at the April 16 meeting of the Planning Commission.
