SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Parks & Open Space Division of the Parks & Recreation (P&R) Department maintains all athletic facilities in Town-owned parks. The Ballpark at Erie (BPE), a gated complex within Erie Community Park, has served the community since 2010. Years of exposure to Colorado’s harsh sun have caused significant wear and tear on the site’s fencing.
The original vinyl fencing has deteriorated beyond its useful lifespan, developing severe cracks and peeling that has the potential to create safety risks, such as pinch points and sharp edges. As the vinyl degrades, exposed metal becomes vulnerable to weathering and corrosion. Similarly, painted surfaces on fence posts, rails, shade structures, handrails, and dugouts have faded and peeled, compromising their protective coating and appearance. These components require re-priming and repainting to restore their integrity and aesthetics.
Scheduled during the offseason to avoid conflicts with P&R programming and minimal disruption to public use, the project includes removing old chain-link fencing, repairing structural components where needed, and installing durable black vinyl-coated fencing. The contractor will prime and paint metal surfaces-such as posts, rails, shade structures, and signage-with industrial-grade coating to ensure long-lasting protection and improved aesthetics. Making these repairs to posts, rails, and handrails now prevent further degradation and avoid costly replacement of these components.
This renovation enhances the ballpark’s safety, functionality, and appearance while aligning with community standards and long-term maintenance goals.
The Town approved this project as a capital improvement during the 2025 budget cycle, allocating $590,000 for its completion.
In accordance with Section 8, Cooperative Purchasing of the Town’s Purchasing Policy, the Parks & Recreation Department selected JOC Construction, LLC for this project. JOC Construction, LLC is an approved vendor through the Job Order Contracting cooperative purchasing process for labor and materials for this project. The Town has been a member of this cooperative platform since 2022. Participating in approved cooperative purchasing allows governments, educational entities, and non-profits to take advantage of competitively bid goods and services for routine projects. Since Requests for Proposals are bid nationally then broken down by region, pricing and contractor diversity is more competitive. The process is also streamlined allowing for quicker procurement timelines.
