POLICY ISSUES:

In accordance with the Transportation Mobility Plan, an on-demand microtransit service, will supplement transit service in the Town of Erie. This funding will provide continued funding for ongoing service.

Staff recommends approving the agreement with the Regional Transportation District (RTD).

SUMMARY/KEY POINTS

                     The Town of Erie Transportation Mobility Plan recommends expanding transit service in the Town of Erie. Staff identified microtransit service as a form of transit to supplement existing services. Staff applied for various grant funding to cover operational costs of a microtransit service, one of those funding opportunities was the RTD Partnership Program.

                     Council approved staff to apply for the RTD Partnership grant on June 6, 2025 (Agenda Item 25-298). The Town was awarded $500,000 to fund the microtransit service, called the Erie Bee. The Town match for the grant is $125,000 for a total budget of $625,000.   

                     Funds will be appropriated in the Fall 2025 supplemental and will be available in 2026, so the grant agreement can be executed. The Erie Bee is fully funded for the first year. This grant will be applied to the second year of service.

 

BACKGROUND OF SUBJECT MATTER:

By direction of the Town Council and the Transportation Mobility Plan, increasing transit service in the Town is a priority. RTD provides limited service in the Town of Erie. While RTD works to expand transit service in Erie, a microtransit service can supplement existing transit service until RTD can expand fixed-route and other services in Erie.

 

On-demand transit service is a curb-to-curb service, similar to Uber and Lyft, where riders can request a ride, be picked up, and dropped off within the service area.

 

Town staff developed a Service Operations Plan for a microtransit service in the Town and named the service the Erie Bee. Staff continue to seek and apply for funding opportunities to operate the service. Staff applied for and were awarded the RTD Partnership Program grant.
