POLICY ISSUES:

The policy item under consideration is whether to prioritize the capital budget needed to convert a portion of the Village at Coal Creek property into Parks and Open Space offices and equipment storage. Divisions from Parks & Recreation and Public Works are currently housed at the Leon A. Wurl Service Center (LAWSC). There are major space constraints for staff and equipment at the current LAWSC facility, which limits the Division’s ability to maintain service levels for Town residents. As the Town’s population grows and parks and open space acreage increases, staffing levels need to keep pace to continue to provide a high level of service for a growing population. The VCC property presents a potential solution for necessary near and long-term facility expansion needs.

Recommendation

STAFF RECOMMENDATION:

After Council considers the information staff presents, staff asks Council for direction on whether to move forward with full design for the P&OS facilities at the VCC property.

Body

SUMMARY/KEY POINTS

•                     Staff will provide background information from the 2021 Facilities Strategic plan and the 2023 LAWSC Facility Assessment & Change Management Process.

•                     Update Council on the feasibility study, pre-design concepts and budget for Parks and Open Space Division facilities at the Village at Coal Creek site.

•                     Feasibility and pre-design work are complete, full design could begin 4th quarter of 2025.

BACKGROUND OF SUBJECT MATTER:

In 2020, Town staff worked with a strategic planning consultant to analyze Town-owned facilities and establish space standards for staff, identify space deficiencies and inefficiencies in space usage and functionality, and identify long-term facility maintenance requirements. This analysis included the Leon A. Wurl Service Center (LAWSC) where certain divisions from Parks & Recreation and Public Works operations are housed. The final Facilities Strategic Plan Report (2021) concluded that LAWSC is severely lacking the necessary square-footage for its operational support and equipment storage functions. Staff growth has continued since 2021, exacerbating space constraints and compromising the space standard established in the report.

In 2023, Town staff worked with a consultant on a facility assessment and change management process seeking to identify potential operational efficiencies as well as some immediate, near, and long-term facility measures at LAWSC to optimize use of the facility until a potential major expansion was possible.

Later in 2023, the Page Property (now referred to as Village at Coal Creek (VCC)) was purchased by the Town and annexed in January of 2024. The portion of the property with an existing house and non-climate-controlled barn was identified as a potential long-term home for the Parks & Open Space Division.

Council gave staff the direction to conduct a feasibility study and pre-design process for Parks & Open Space facilities at VCC on Jan. 21, 2025.

The current agenda item before Council provides an update on the feasibility of facilities at the VCC property and the progress of the pre-design effort, which includes renovation of the existing house, a new climate-controlled technician shop building, and all sitework required for long-term operations.
