Body
SUMMARY/KEY POINTS
• This resolution allows staff to move forward with design services and complete construction drawings for Phase 1 of Compass neighborhood park.
• Construction of Phase 1 of Compass neighborhood park was identified as a high priority from the community during the 2026 budget process.
• Council approval is needed to execute a task order for design services as part of the Landscape Architecture On-Call Contract.
BACKGROUND OF SUBJECT MATTER:
In 2022 and 2023 staff and design consultant, Kimley-Horn & Associates, conducted a community engagement process and developed a Concept Plan for Compass neighborhood park that was adopted by the then Board of Trustees in March of 2023. The plan was designed around four core principles: inclusivity, education, sustainability, and activities. Features of the plan resulting from this guidance include an inclusive, nature-based play area, sport courts, artificial turf multi-purpose fields, a challenger field, educational display gardens, as well as comfort amenities such as parking, restrooms, shelters, and picnic areas.
In 2023 and 2024 staff continued to work with Kimley-Horn to further develop the plan to the design development level. These plans provide site specific development of the concept plans and further evaluation of the estimated cost for development of the park.
The cost estimate for full development of the park is approximately $12,000,000. Due to insufficient funds in the Parks Improvement Impact Fund and a high level of interest from the community in implementing park improvements, Council directed staff to move forward with phasing the project and appropriated funds in the 2026 Budget.
The 2026 Budget includes $3,350,000 to implement phase 1 of the project. Construction documents will take approximately six to eight months to complete, after which staff will bring forward a construction contract for a general contractor to begin construction in Q4 of 2026.
