• Council approval is needed to use budget funding to correct the deficiencies at this intersection.

BACKGROUND OF SUBJECT MATTER:
A 2020 study prepared by Fox Tuttle Transportation Group identified traffic operational, safety, and pedestrian accessibility concerns at the intersection of 111th Street and Arapahoe Road.
On Oct. 25, 2022, the Board of Trustees approved a professional services agreement with Consor North America to design improvements to address the current north and south bound vehicle left turn movements from 111th Street to Arapahoe Road, as well as design to improve pedestrian safety and accessibility at the intersection. The intersection is located within the boundaries of both the Town of Erie and the City of Lafayette (Lafayette). The Town and Lafayette have an Intergovernmental Agreement to share the cost for the design and construction based on the location of the intersection within each jurisdiction’s boundaries resulting in a 25% Lafayette and 75% Town cost share.
On Sept. 18, 2025, staff requested construction bids through the Rocky Mountain e-Purchasing System (aka BidNet). Construction will consist of asphalt pavement for auxiliary turn lanes, realignment of signal infrastructure, modifications to existing storm sewer utilities, and construction of ADA sidewalk ramps at three corners.
The Town received nine bids on Oct. 17, 2025. DeFalco Construction Company was the lowest qualified bidder.
Contract: $442,108.91
Contingency: $66,391.09
Total: $508,500.00
