Town Council provided direction to staff to update the scope of work for the Village at Coal Creek site to focus on site analysis, view sheds and massing, and delineation of open space. This item reflects the updated scope and budget amendment.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The original Professional Service Agreement with Dig Studios was approved by Town Council on Dec. 10, 2024. The original scope of work included a concept plan and layout of uses designed to integrate Open Space and Affordable Housing, reflective of the use of Trails, Natural Areas, and Community Character (TNACC) and American Rescue Plan Act (ARPA) funding.
During the Town Council Study Session on April 15, 2025, Council directed staff to proceed with the Village at Coal Creek contract with a reduced scope of “Delay the neighborhood; Complete Trails; parks facilities”. As a result, staff worked with Dig Studios to revise the scope to reduce the neighborhood component of the original scope.
Additional scope of services includes increased site analysis to evaluate potential open space against the following criteria for use of TNACC funds:
• Protect natural areas along Coal Creek and Boulder Creek
• Conserve scenic landscapes and views
• Create and enhance hiking, biking, and walking trails
• Protect wildlife habitat
• Acquire natural areas to separate Erie from other communities
• Construct, improve and maintain trails, parks, parkland infrastructure and open space
The intent of this additional scope is to ensure that land reserved for future housing is compatible with the intent of TNACC funding. This additional scope of services is set to ensure a cohesive concept plan.
The scope of services was also restructured to allow for a Town Council Study Session of 3-4 concept plan alternatives prior to refinement of a final concept plan that delineates the area to be zoned as open space and/or public lands. Additional Town Council Study Sessions allow for Town Council feedback and direction at each step of the project prior to the quasi-judicial land use application for the rezoning of the site.
These changes in scope reduce the cost of the contractors services by $27,050, from $198,946 to $171,896.
