SUMMARY AND BACKGROUND OF SUBJECT MATTER:
On December 13, 2016 the Board of Trustees passed Resolution 16-195 accepting the Downtown Redevelopment Framework Plan and directing Town staff to implement this plan. The redevelopment plan included a conceptual design for Coal Creek Park and in the 2017 budget the Board of Trustees approved $200,000 in the Parks Improvement Impact Fund to complete a master plan redesign for Coal Creek Park.
In order to complete this and other identified master planning tasks, on January 16, 2017 staff issued a request for qualifications for landscape architectural firms. Proposals were accepted through February 3, 2017 with fifteen firms submitting proposals. The following five firms were chosen to interview with Town staff:
• Design Concepts
• Dig Studio
• Robert Peccia & Associates
• Wenk Associates
• DHM Design
The interview process was conducted by members of Town staff from the Community Development, Engineering, Administration, and Parks & Recreation Departments.
After the interview process two firms were requested to submit proposals for a master plan to redesign Coal Creek Park and the Linear Trail Corridor. Upon review of the submittals, staff identified Wenk Associates as most qualified to complete this project. With the additional $132,700.00 appropriated to complete this project, the master plan will provide a more interconnected and consistent trail and park system for the residents of Erie.
