SUMMARY AND BACKGROUND OF SUBJECT MATTER:
In July 2021, based on the anticipated property tax increment generated by the Erie Commons residential development in the Historic Old Town Urban Renewal Area (URA), the Town of Erie Urban Renewal Authority (TOEURA) issued tax increment revenue bonds to finance various Downtown Infrastructure Improvements identified through a Downtown Infrastructure Audit in April 2020. The bonds generated approximately $2.9M for improvements in the Historic Old Town URA.
In May 2022, the Town Council approved a Profession Services Agreement with RockSol Consulting Group, Inc. for the Design and Engineering of the Downtown Infrastructure Improvement Project. Considering input from residents and business leaders and budget constraints, staff directed RockSol to prepare the construction bid documents for the improvements identified as the highest priorities through this process.
On March 12, 2024, the Town Council approved awarding the construction contract to Mountain Constructors Inc. However, Mountain Constructors did not fulfill the contract terms and as a result the Town needed to resolicit bids.
Staff posted a request for construction bids on BidNet Direct for the Downtown Infrastructure Improvements Project on June 18, 2024. The request for bids required potential bidders to submit pricing for the Briggs Street Streetscape.
Staff then held a non-mandatory pre-bid meeting on July 2, 2024.
Contractors submitted the following bids on July 17, 2024.
Contractor Base bid Amount Bid Bond Included
Mountain Constructors $2,315,105.51 Yes
Goodland Construction $2,306,901.00 Yes
Duran Excavating Inc. $2,622,584.50 Yes
Following staff’s review process, staff determined Goodland Construction to be the most responsive and responsible bid.
The Briggs Streetscapes improvements will include:
• New Street Lights
• Masonry pavers and Bands
• Concrete Curb Bulb out and gutter pedestrian ramp upgrades
• New Signage
• Trash / Recycling Receptacles
• Silva Cell and Tree Planting
• Shrubs, Perennials and Grasses
• Irrigation System
• Art Protection
• Seat walls and recycled Flagstone Capstone, Backed Benches, and Bicycle Racks
Based on references staff checked for Goodland Construction, staff believes they are qualified to construct the project.
Fiscal Impact:
Sufficient funding is included through the Urban Renewal Authority (URA) budget including:
Contract amount: $2,306,901
Contingency: $ 92,796
Total $2,399,697
Staff believes it is in the Town’s best interest to construct the project at this time with an anticipated Substantial Completion date of November 30, 2024 and Final completion date of May 20, 2025 to expend the bond funds and recommends awarding the construction contract to Goodland Construction, for $2,306,901 and a contingency amount of $92,796 for a total contract amount of $2,399,697.
