SUMMARY AND BACKGROUND OF SUBJECT MATTER: At the July 14, 2015 Board of Trustee meeting the Lease agreement with the Methodist Church along with the agreement with Oz Architecture for the survey & design of the west parking lot was approved. At the July 14th meeting to the Board of Trustees expressed the desire to pursue options for additional parking near the Down Town area, the Board of Trustees directed staff to get bids on both parking lots located to the west of Town Hall (lot B) and pricing for the future site north of Town Hall (lot A).
The Parks & Recreation Department was also designing a parking lot located on Maxwell Avenue to serve the Community Park and approached the Public Works Department with the proposal of adding the Erie Community Park parking lot (Lot C) to the bid.
An Invitation to bid was posted on the Town’s website for the Parking Lots -Town Hall Parking Improvements and Community Park and Community Park on April 29, 2016, with a bid opening on May 26, 2016. No bids were received.
Staff modified the scope of work, removing the landscaping & irrigation portion (to be done at a future date) in an attempted to attract more contractors to bid. Staff also reached out directly to several contractors that had previously worked for the Town of Erie informing them of the opportunity to bid. A second Invitation to bid was posted on the Town’s website on June 6, 2016, with a bid opening on June 20, 2016.
Bidders were asked to bid on each lot individually and all together. Only one bid was received, Covarrubias Construction Services Inc, submitted the following bid:

Covarrubias Construction Services Inc. has been in business since 1980 and performed work for South Adams Fire Station #4, Northfield High School Sports Complex and West Fields Highlands Heritage Regional Park. Staff is recommending awarding the construction contract for the Parking Lots -Town Hall Parking Improvements and Community Park and Community Park to Covarrubias Construction Services Inc.
With the of approval of parking lot C for construction it is necessary to enter into a license agreement with the Western Area Power Administration, due to the fact there are high tension power lines located over the Maxwell Avenue site. This agreement limits the height of landscaping, structures, and light poles within the easement area.
In addition to the construction of the parking lots staff has requested a proposal from Ground Engineering for Geotechnical Testing:
