POLICY ISSUES:

The annual Work Plan reflects Council’s priorities over and above the day-to-day work required to manage normal Town operations and programs. Town Management uses the Work Plan to guide staff effort. The Work Plan includes a 30% contingency for Council meeting time to accommodate Council discussion that takes longer than planned as well as unanticipated issues that arise. The draft plan suggests there are more issues than Council has meeting time to give adequate consideration to all issues. Consequently, Council should prioritize the list of issues and the amount of time given to each issue. To ensure staff remain focused on Council’s highest priorities, as new issues arise, Town Management will ask Council where those new issues fit into the current priorities listed on the Work Plan.

 

Recommendation

STAFF RECOMMENDATION:

Consider the draft Work Plan, identify any items for which Council wants to change priorities, and provide direction so staff can finalize the Work Plan for adoption at the next regular Council meeting.

                     The Work Plan reflects the 2026 Budget, 2025 Community Survey, discussions with Council Members, and staff input.

                     The Work Plan helps Council and staff remain focused on the highest priority issues.

                     Because it is a guiding document, Council should review the draft Work Plan to confirm it reflects Council’s priorities and accurately reflects the meeting time devoted to each issue. 

 

BACKGROUND OF SUBJECT MATTER:

While the annual budget sets the Town’s priorities and the funding devoted to each, there are many issues that require Council and staff time with or without a budget impact. To set reasonable expectations, allocate Council meeting time to consider issues, and help ensure the Council and staff stay focused on the Council’s top priorities, the Town Manager asks Council to also adopt an annual Work Plan.

 

The draft 2026 Work Plan lists more than 70 different issues. As noted above, there are likely more issues than Council has meeting time to give adequate consideration to all issues. Consequently, Council should prioritize the list of issues and the amount of time given to each issue. Additionally, to ensure staff remain focused on Council’s highest priorities, as new issues arise, Town Management will ask Council where those new issues fit into the current priorities listed on the Work Plan.
