SUMMARY AND BACKGROUND OF SUBJECT MATTER:

During the May 12, 2020 Board Meeting, staff asked and received permission from the Board to spend up to $120,000 from the Town’s Conservation Trust Fund (CTF) to build a large storage barn on the Allan Farms Open Space property. The facility is needed to accommodate the growing storage needs of the Parks Division and to temporally house the agricultural production of hay and alfalfa that is processed and sold by the Town’s contracted farmers. This project, which began this summer, is nearing completion and staff is requesting to spend an additional $80,000 from CTF to finish construction. The additional funding request will go towards needed site grading around the building and to cover expenses that were incurred when the concrete foundation pad was poured. The additional grading around the building and sub-excavation for the foundation pad were not known at the time staff presented this project to the Board earlier this year.

Fiscal Impact:

This additional expenditure will be funded from the Town’s CTF, which receives a portion of Lottery proceeds constitutionally mandated to be distributed directly to local governments, based on population, for acquiring and maintaining parks, open space and recreational facilities. The funds are distributed and monitored through the Colorado Department of Local Affairs (DOLA). The CTF can be used for the acquisition, development, and maintenance of new conservation sites or for capital improvements or maintenance for recreational purposes on any public site. By using CTF funds for this project, the Town’s General Fund reserves will not be impacted.
