SUMMARY AND BACKGROUND OF SUBJECT MATTER
The 2026 Capital Budget includes funds for the fiber communications connection between the Lynn R. Morgan Water Treatment Facility and the Zone 3 tanks. The Town currently uses radio signal to communicate with and monitor the Zone 3 tanks. Staff requested bids using the Rocky Mountain E-Purchasing system. Bids were received on May 8, 2026. The Town received nine bids and one material bid.
The project includes the design and construction of a fiber connection between the Town’s water treatment facility and the Town’s tank site west of WCR 7. This project includes the design for the alignment of approximately 9,200 LF of new 2” conduit, including pull boxes a minimum of every 1,000 feet. The installation of approximately 26,000 LF of 48-strand fiber. The alignment includes approximately 10,000 LF of existing 2” conduit with pull boxes, 6,800 LF of existing 3” conduit with pull boxes, approximately 6 roadway crossings, a crossing of a 28” Northern Colorado Water Conservation District waterline, a crossing of Coal Creek, installation of fiber patch panels in the pump station at the water treatment facility and in the pump station at the tank site.
The lowest responsive bidder was Colorado Boring Company with a bid of $493,485.00.
