SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 2017 Transportation Capital Budget has funds appropriated for the design of the Moffat Street Extension and Bridge over Coal Creek. This project will provide connectivity for both pedestrians and vehicles between the historic down town district of Erie and the Colliers Hill development to the east and trail users along Coal Creek. This new street connection is identified as the East Gateway in the Downtown Redevelopment Framework Plan. The Downtown Redevelopment Framework Plan was presented at the December 13, 2016 Board of Trustee Meeting.
In accordance Section XII. E, of the Bridgewater Annexation Agreement (Colliers Hill), the Developer of Colliers Hill is responsible for the design and construction cost of a collector road and trail connection to Old Town (Moffat Street Extension) from the west edge of their property to Colliers Boulevard. The Town is responsible for the design and construction cost of the Moffat Street Extension from the west edge of Colliers Hill to Kattell Street. This section of the Moffat Street Extension includes a new Bridge over Coal Creek, a trail connection to the Coal Creek Trail and a new crossing of the railroad tracks owned by the Reginal Transportation District (RTD).
The Town worked with Felsburg Holt & Ullevig (FHU) in 2016 to develop a conceptual design for a new bridge and roadway extension including a new crossing of the RTD’s railroad tracks. Town Staff, FHU, RTD and the Public Utilities Commission (PUC) met to review the conceptual design and discuss the next steps in obtaining permission from both RTD and the PUC for an at grade crossing of the railroad tracks.
Town Staff, FHU and Colliers Hill owners and their engineer met to review the conceptual design and alignment of the Moffat Street Extension. Colliers Hill’s engineer provided a conceptual grading plan and alignment for the Moffat Street Extension to their west property line. FHU made modifications to their conceptual plan to accommodate the conceptual grading plan from Colliers Hill. The conceptual plan has sidewalks on each side of the new road. A 5-foot walk is proposed on the south side and an 8-foot walk on the north side. The 8-foot walk will connect the Coal Creek Park to the existing reginal trail along Coal Creek and the future reginal trail throughout Colliers Hill.
During the conceptual design phase, FHU prepared draft applications for the Town to submit to both the PUC and RTD for this at grade crossing of the railroad tracks. Once funding is identified, the applications can be submitted for processing.
Due to the extensive knowledge FHU has with this project, and their vast experience with bridge and roadway design, and working with the PUC and RTD, Staff believes it is in the Town’s best interest to award the consultant agreement for the design and construction document preparation for the Moffat Street Extension to FHU.
