Approve the Resolution to award said contract, authorize the appropriate Town officer to execute said contract, authorize Staff to expend contracted funds and contingency funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2016 budget includes funds to design and construct improvements for solids/sludge handling equipment and to either repurpose the old water treatment plant or build a new building to house the equipment. The building will also include space and necessary improvements to house the powder activated carbon system and sodium permanganate system for taste and odor control. The solids handling equipment is necessary to be able to process our increasing water treatment waste as the Town continues to grow, and not create a burden for the North Water Reclamation Facility.

 

Town Staff believes that this project is ideal for a Design Build Agreement with Cost Plus Fee with an Option for A Guaranteed Maximum Price. The complete scope of the work will be determined for the project when the technology has been selected and at the completion of the design. At that time A Guaranteed Maximum Price (GMP) will be the basis for awarding the Construction phase of the project.

 

Town staff issued a Request for Qualifications for the Water Plant Solids handling Equipment Project on January 29, 2016. Three design/build teams submitted qualifications on February 12, 2016. Staff evaluated the qualifications and issued a Request for Proposal to the three teams on February 29, 2016. Proposals were received on April 7, 2016.  Staff interviewed all three Design Build Teams the week of April 25, 2016. All three of the Design Build Teams had excellent qualifications.

The Fischer Construction, Inc., and JVA Consulting Engineers, Inc. Design Build Team. Has worked on design build projects together in the past.  The Town has experience working with Fischer Construction, Inc. on the administration building at the North Water Reclamation Facility and the membrane upgrade improvements at the Water Treatment Facility.  The Town has also worked with JVA on the Erie Lake By-Pass Waterline, Arapahoe Ridge Drainage Improvements and the Erie Community Park.   Town Staff is recommending the Fischer Construction, Inc., and JVA Consulting Engineers, Inc. Design Build Team for the Water Plant Solids Handling Equipment Project.

Once the project has been evaluated, the design is at 90%, and the permit to Colorado Department of Public Health and Environment has been submitted, a Guaranteed Maximum Price for the Project will be brought back to the Board of Trustees for approval prior to ordering equipment and beginning construction.
