Approve the contract amendment in the amount of $120,000, between the Town of Erie and HDR Engineering, Inc.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

HDR Engineering is the design engineer for the North Water Reclamation Facility (NWRF) Expansion. They have done an excellent job throughout the Master Planning Phase, Design Phase, and construction management phase. Staff recommends moving forward with this highly capable team to provide post construction services.

                     At the June 12, 2018 Board Meeting, the Board Authorized the Award of a Consultant Contract to HDR Engineering, Inc. for the North Water Reclamation Facility Master Plan and Preliminary Expansion Design (18-179).

                     At the April 9, 2019 Board Meeting, the Board adopted the North Water Reclamation Facility Expansion Master Plan (19-177) and awarded a Professional Services Agreement to HDR Engineering, Inc. for the design of the expansion (19-175). 

                     At the Aug. 13, 2019 Board Meeting, the Board Authorized the Award of a Construction Manager At Risk Contract to Archer Western, LLC for the Pre-Construction Phase Services of the North Water Reclamation Facility Expansion (19-367).

                     At the Sept. 22, 2020 Board Meeting, the Board Authorized a contract amendment to Archer Western for the guaranteed maximum price for the construction of the Norh Water Reclamation Facility Expansion (20-450) and Authorized Change Order 1 (the first contract amendment) to HDR Engineering, Inc.’s contract for construction management services (20-460).

This Contract Amendment #2 will provide Post Construction Services including the following:

Task 1101 - Project Management

Task 1102 - Onsite Time

Task 11-3 - Program Assistance

Task 1104 - Warranty Issue Resolution

Task 1105 - Miscellaneous Design Services

1.                     Platform access at screw press and rotary drum thickeners.

2.                     Platform access at grit cell and mixer removal modifications.

*The current available balance is $57,065. On November 28, 2023, as part of the supplemental budget request, the Board will consider approving a transfer of $100,000 from another project to make the new available balance $157,065.
