SUMMARY/KEY POINTS
• This resolution is necessary to onboard the Town’s chosen Construction Manager At Risk (CMAR) for the North Water Treatment Facility.
o CMAR is an alternative delivery method that allows for early involvement of a contractor during design.
• Approving this resolution will allow Erie to keep this complex project on schedule and avoid incurring additional costs.
• Approving this resolution is necessary to allow Archer Western to begin pre-construction services.
BACKGROUND OF SUBJECT MATTER:
The Town of Erie currently provides potable water through the Lynn R. Morgan Water Treatment Facility (LFMWTF), which has a treatment capacity of 16.65 million gallons per day (MGD). To meet growing demands, Erie is planning to expand system capacity by constructing a new North Water Treatment Facility (NWTF). The Town selected Burns & McDonnell Engineering Company, Inc. as the design engineer and completed the conceptual design in May 2024. The project is now in the detailed design phase. Final design completion is expected in September 2026.
The NWTF will enable the Town to treat native water sources and support future population growth. The initial design capacity is approximately 6.6 MGD, with the ability to scale up to 20 MGD in two future phases. The proposed treatment process includes conventional pretreatment (rapid mix, flocculation, sedimentation), ultrafiltration (UF), reverse osmosis (RO), granular activated carbon (GAC), disinfection, and high service pumping. Additional components include raw water conveyance from a new raw water reservoir, a new raw water pump station, chemical feed systems, and solids handling facilities.
The Project will be constructed using the CMAR delivery method and can generally be categorized into two phases:
• Phase 1 - Pre-Construction Services: Phase 1 services will occur between 30 and 90% complete design services by the Engineer. The Contractor will provide reviews, attend workshops, and offer input towards potential cost savings to the Town and Engineer during the design phase under an hourly-rate not to exceed compensation model. The Contractor will develop an initial guaranteed maximum price (GMP) cost and a baseline schedule. The final GMP and schedule will be developed using the 90% complete design documents through an open book collaborative process with the Town and the Engineer. If the Town rejects the GMP, the Town has the option to do a hard bid. The Town has successfully utilized CMAR on many recent large-scale projects.
• Phase 2 - Construction Services: Solicitation, procurement, submittal review and delivery services for early work package(s). The Engineer will provide the technical requirements for the early procurement items for the Contractor to manage the procurement, complete construction and post-construction tasks, including performance testing, startup commissioning, and training/support under the “Open Book” GMP. The basis of payment during Phase 2 will be the cost of the work plus a fee.
The Town received five proposals from qualified candidates for this project. We conducted in-person interviews with three contractors. The Town carefully vetted each of these contractors and determined Archer Western is the most qualified and will provide the best value to the project. Town staff strongly recommend that this contract be awarded to Archer Western.
