SUMMARY/KEY POINTS

The pedestrian bridge project connecting Colliers Hill to Historic Downtown Erie through Coal Creek Park has been in discussion for the past few years.

The project is anticipated to last from August 2025 to April 2026.

Benesch & Company will provide daily construction management, inspection services, bridge fabrication review, and oversee the structural conformance and erection of the ped bridge over Coal Creek on behalf of the Town of Erie.

BACKGROUND OF SUBJECT MATTER:

Earlier this year, Town staff solicited proposals for Construction Management Services to assist in providing adequate oversight for various on-going construction projects within the Town. Four firms were selected to provide the on-call services. Benesch & Company was identified as one of the four firms selected.

Staff contacted Benesch & Company to request a cost for construction oversight services based on the hourly rates identified in the Construction Management Services proposal. Staff coordinated with Benesch on the anticipated effort necessary for services. The work will include daily oversight and inspection services, quality assurance geotechnical testing, weekly project coordination meetings, and outreach coordination with RTD for rail crossing work.

The project duration is intended to extend from early August 2025 to early April 2026.  Benesch was selected to assist with this project due to their familiarity with bridge installation projects. Some of their previous bridge installation project oversight work includes multiple roadway bridge expansions for Phase 1 and Phase 2 of the E-470 Authority Highway Expansion Project and two pedestrian bridge installation projects that Benesch partnered with Erie staff to complete.

Staff anticipate that Benesch’s familiarity with bridge installation projects through the region will facilitate a strong team and a successful project. The proposal cost of $251,116 totals 9.3% of the total construction project cost. Generally, Construction Management Services range from 5-10% of project cost depending on size and complexity.
