Body

SUMMARY/KEY POINTS

•                     This item is in front of Council because it requires an amendment to an existing contract.

•                     Civil Resources has identified a solution which will allow us to maximize water collected from the Boulder Creek source. This addition to the original scope requires more funds to complete the design.

•                     The funding was budgeted in 2025 and will require a rollover in the 1st supplemental for the contract amount. The full available rollover amount is $3,837,795. If this contract amendment is approved, the rollover in supplemental must be approved or no budget will be available.

BACKGROUND OF SUBJECT MATTER:

Civil Resources was originally brought in as a consultant for the Boulder Creek Diversion Structure and Pipeline Conveyance Project in October of 2023. That contract was amended for the first time in June 2025. As design has progressed, Civil Resources have identified a more optimal solution for the collection system which will draw water from Boulder Creek’s alluvium. This includes running a collector pipe along the southern border of the Town’s property line. This design work was not included in the original scope, and Civil Resources requires additional funds to complete the design.

The Town staff believe maximizing the flow from the collection system is in our best interest and allows us to maximize our native water rights on Boulder Creek. We recommend approving this contract amendment to allow Civil Resources to complete their design in accordance with their proposed solution.
