Approve the Resolution to award said contract, authorize the appropriate Town officer to execute said contract, authorize staff to expend construction funds and contingency funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

At the September 25, 2018 Board of Trustees meeting the Board awarded the design for the Erie Parkway and Weld County Road 7 (WCR7) intersection improvements to J-U-B Engineers, Inc. At the March 24, 2020 Board of Trustee meeting the Board awarded the design for the traffic signal at this intersection to Fox Tuttle Transportation Group. At the June 9, 2020 Board of Trustee meeting the Board authorized the Town Administrator and Town Attorney to negotiate the purchase of right of way for the project.

The land purchase has taken significantly longer than expected. On October 11, 2021, the Town signed a purchase agreement with the last property owner. The closing for this property is scheduled for December 30, 2021.

After securing the commitment for the property on October 11, 2021, the roadway improvement package was finalized, and advertised for bid on November 18, 2021.

The traffic signal package has federal funding and cannot be advertised for bid until all the property needed has been acquired. This is expected to be ready for bid early January 2022.

A request for bids was posted on Bidnet Direct for the Erie Parkway & Weld County Road 7 Intersection Improvements November 18, 2021.

 

A non-mandatory pre-bid meeting was held on December 1, 2021.

The Low bidder is Colorado Paving, Inc. Their references were checked, and staff believes they are qualified to construct this project.

Staff recommends awarding the construction contract for the Erie Parkway & Weld County Road 7 Intersection Improvements project to Colorado Paving, Inc., for the bid amount of $2,482,242.80 and a contingency amount of $248,257.20 for a total contract amount of $2,730,500.

In addition to this resolution, on the agenda tonight is a resolution for approving a Professional Services Agreement for Construction Management Services for the Erie Parkway & Weld County Road 7 Intersection Improvements (Consent Agenda 22-21).

Fiscal Impact:

 

The 2022 Transportation Fund Budget (after first supplemental with 2021 rollover) has $2,722,757 appropriated for construction of Erie Parkway & Weld County Road 7 Intersection Improvements. An additional $250,000 needs to be appropriated to cover construction. This funding is for the roadway improvements needed at the intersection and does not include the traffic signal. Due to the federal funding for the traffic signal, it cannot bid until all the property is under Town ownership. The closing for the last property is scheduled to occur on December 30, 2021. After bids come in for the traffic signal, additional appropriations will be identified for the traffic signal portion of the intersection improvements.
