Approve Resolution 20-198 regarding lease agreement with Enterprise FM Trust, authorize the appropriate Town officer to execute said lease agreement, and authorize staff to pay said lease payments.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
On May 14, 2019, The Board authorized the Town to enter into a Master Equity Lease Agreement with Enterprise FM Trust regarding leasing of Town Fleet units. With this agreement, the Town will lease vehicles on an annual basis for up to a five-year period, depending on the vehicle. Some of the benefits for this include:
• Expected lower maintenance cost as vehicles are under warranty for the first three years and are replaced every five years.
• More efficient models have lower fuel costs
• Newer vehicles are more reliable
• Fixed costs each year for easier budgeting
• Town receives full residual/sale value at the end of the lease term and the Town can retain the vehicle and/or equipment or have Enterprise sell the vehicle at no additional cost to the Town.
The 2021 adopted budget includes the purchase or lease of new and replacement Fleet units. The Town will lease the following vehicles per the request forms submitted:
Parks and Recreation requested two replacement vehicles for unit 317 - a 2008 Ford F250 super duty pickup and unit 503 - a 2008 Dodge Durango. The F250 will be replaced with a 2021 Chevy Silverado 2500 and the Durango will be replaced with a Highlander Hybrid. With the Silverado, a down payment for half of the aftermarket options is required with the first month’s payment.
Patrol requested one additional and three replacement vehicles for units 746 and 748 - both are 2016 Ford Explorer SUVs and unit 750 - a 2017 Ford Explorer SUV. These units will be replaced with Chevy Tahoes. With these vehicles, a down payment for half of the aftermarket options is required with the first month’s payment.
Investigations requested a replacement vehicle for unit 741 - a 2014 Jeep Cherokee Latitude. This will be replaced with a Chevy Tahoe. With this vehicle, a down payment for half of the aftermarket options is required with the first month’s payment.
Distribution and Collection requested two replacement vehicles for units 106 - a 1997 Ford F350 pickup for the Distribution division and unit 144 - a 2015 Chevy Silverado 2500 for the Storm division. Both vehicles will be replaced with Chevy Silverado 3500s. With these vehicles, a down payment for half of the aftermarket options is required with the first month’s payment.
Fleet requested two replacement vehicles for unit 135 - a 1999 Ford Ranger and unit 136 - a 2002 Ford Explorer. The Ranger will be replaced with a Chevy Colorado and the Explorer with a Toyota Rav4 Hybrid.
Meters requested two replacement vehicles for units 137 - a 2010 Jeep Patriot Sport and unit 141 - a 2013 Ford F150 pickup. The Patriot will be replaced with a Chevy Colorado and the F150 will be replaced with a Chevy Silverado 1500.
Streets requested a replacement vehicle for unit 142 - a 2013 Chevy 2500. This will be replaced with a Chevy Silverado 3500.
Water Treatment requested two replacement vehicles for unit 204 - a 2011 Chevy Silverado 2500 and unit 804 - a 2006 Chevy Silverado 1500. Both will be replaced with like vehicles.
Wastewater Treatment requested a replacement vehicle for unit 202 - a 2008 Ford F250 super duty pickup. This will be replaced with a Chevy Silverado 2500.
For the vehicles that require a down payment for the aftermarket options, the remaining cost for the aftermarket options is included in the lease payments.

Fiscal Impact: The Police vehicles have a four-year lease while the non-police vehicles have a five-year lease. The first year’s cost is $291,580.81 for the first year of the lease and half of the after-market costs. The other half of the after-market costs are included in the lease payments.
