POLICY ISSUES:

Whether to commit a small amount of staff time to help develop an RFP for common bikeshare services in Erie and surrounding municipalities. Staff believes that in a small way, this can help Erie move forward with improving multimodal options as identified in the TMP.

Staff recommend approving the resolution and memorandum of understanding for the Regional Bikeshare initiative.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Commuting Solutions and regional municipalities discussed a regional bikeshare opportunity. Commuting Solutions and the municipalities agreed to move forward with the implementation of a regional bikeshare which includes the development of an RFP.

 

This Memorandum of Understanding (MOU) outlines the agreed terms for all stakeholders to develop the RFP and provides an opportunity for the stakeholders to implement bikeshare in their municipalities at the beginning of the project or later.

 

This MOU is designed to collaboratively identify a possible vendor to provide bikeshare services in communities that are parties to the MOU. The MOU only requires staff time and no direct costs. Although there may be costs associated with the deployment of the Program, no formal financial commitment is being made as part of this MOU. Entering into this MOU is not a commitment to participate in any final contractual arrangement that may be developed and does not constitute a financial commitment.
