SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The Town of Erie entered into a lease agreement with Diana Shannon Living Trust for 130 Wells Street and 570 Kattell Street in Downtown Erie from 2020-2023 to provide a location for the winter ice rink, and eventually the Plum Creek Garden Market. The most recent lease agreement was signed in 2023 and expires Nov. 11, 2024. Resolution 24-153 extends last year’s lease under the same terms and conditions. The property owner supports the extension of the lease, as she does not intend to develop the property this next year, and the Town hopes to activate this site with additional seasonal community and recreational uses. Further, this extension preserves the Town’s first right of refusal for the purchase of the property, if the owner decides to sell within the lease term.
