SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Title 10 of the Erie Municipal Unified Development Code (UDC) outlines the criteria for pocket, neighborhood, and community park dedication and development. In 2018, the Town implemented the Neighborhood Park Policy to provide developers with guidelines for meeting UDC requirements. This policy has undergone revisions to establish a more comprehensive process for developers to manage park development consistent with Town requirements. It now includes clear guidelines for community, staff, and Council engagement, as well as defined goals and objectives for park design and construction. Additionally, the policy clarifies the fee-in-lieu expectations should developers prefer the Town manage the process.

The proposed amendments to Section 10-6-3 of the UDC reflect new criteria derived from best practices for park location and land conveyance to the Town. Notably, these updates remove inconsistent references to developers' involvement in designing and building community parks.

These changes aim to ensure that future neighborhood and community parks associated with development adhere to the Town's standards and fulfill our community's expectations for high quality amenities.
