POLICY ISSUES:
The proposed oil and gas development at the Draco Location is in unincorporated Weld County, which enables the Town of Erie's involvement is as a Proximal Local Government. While the Town lacks land use authority over the operation, the Town does have interests and has been working closely with involved parties to ensure the Town's rights are not infringed and its interests are preserved.


SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Extraction Oil and Gas/Civitas Resources proposed the construction and operation of 26 horizontal wells (extending up to 5.3 miles from the location) and associated production equipment on 19.45 acres. This operation is named the "Draco Pad," and it is located in the Southeast 1/4 of Section 21, Township 1 North, Range 68 West, northwest of the intersections of WCR 6 & 7. Production is proposed from 3,932 acres west of the location, at a depth of approximately 7,800 ft below the ground surface from units of the Niobrara and Codell Formations. Weld County reviewed the planned operations and approved the Weld Oil and Gas Location Assessment (WOGLA) at a public hearing on February 29, 2024. Civitas operates a large liquid handling hub south of the proposed location. The other adjacent lands are currently agricultural in nature; however, the Westerly Development is currently progressing through the platting process northwest of Draco.

Town staff have been working closely with the Energy & Carbon Management Commission (ECMC), Weld County, Extraction/Civitas, Colorado Department of Public Health and Environment (CDPHE), and the Westerly Developer to address various concerns and details of the proposed operations to ensure the interests of the Town are preserved and addressed.
