POLICY ISSUES:
Staff's analysis indicates the proposed Special Review Use (SRU) is consistent with approval criteria listed in the Unified Development Code (UDC), Section 10-7-11(C)(2). Approving the Resolution will confirm the Town Council's agreement with staff analysis and findings.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The applicant proposes a new duplex on the lot at 675 Moffat Street. The proposed duplex is two stories and has a basement, consisting of approximately 4,925 SF of living space in total. The plan also includes a detached garage structure that provides two parking spaces for each unit.

Site History and Prior Approvals
The Hunts First Addition to the Town of Erie Subdivision originally platted this property in 1923. In 1928, the Old Town Erie Subdivision Plat consolidated multiple Old Town areas into one Subdivision Plat.
The property is zoned Old Town Residential (OTR), which allows duplexes as a Special Review Use. Existing uses surrounding the property include the Erie Middle School directly abutting to the north and primarily single family homes to the west, east, and south. Density and lot coverage varies along the block, with a multi-plex building at the corner and a mix of narrower and wider lot sizes to the east.
